Chapter 41 Summary

As Ellen flies back to Washington she updates the president on Ivanov’s revelations. She recommends “a commando raid on the home of a former President to kidnap one of his guests” (275). Ellen is worried because Hamilton’s death and Farhad’s last words mean that there is a high-level traitor in the White House, working on their enemies’ behalf. She believes that the High-Level Informant conspiracy theory is real. The president agrees to her suggestions despite the potential political and legal ramifications.

While former President Dunn plays golf, a Special Operators team sneak into his home. They move past the private security guards with ease and silently snatch Shah from the kitchen. President Williams realizes that the unnamed General with whom he sat in the Oval Office may be a friend of the journalist who once investigated the High-Level Informant conspiracy.

Ellen returns home to shower and change her clothes. While Betsy cooks breakfast, Ellen tells Betsy that she does not want her friend to come to the White House. She bids Betsy an emotional farewell.

In Canada, a friendly police officer convinces Huang, the former journalist, to talk. According to his research, HLI is an ultra-right extremist conservative group which wants to “return America to what they think it should be” (283). The group includes congresspeople, Senators, and high-ranking members of the military. He tried to track down the group’s hidden online platform but became terrified that they were going to kill him, so he fled to Canada and changed his name. He has the strange online address carved into his chest, a “daily reminder of cowardice” (285). The police officer sends a photograph of the address to his friend, the unnamed General.

Chapter 42 Summary

Teams stand by in every city in America, poised to act as soon as the locations of the bombs are determined. In the Oval Office, Shah is interrogated. He sneers at their questions but confirms Anahita’s theory: The bombs will detonate on the anniversary of Osama bin Laden’s death. An hour remains. According to Shah, the nuclear bombs will cause such chaos that America will descend into a terrifying fascist state. Behind Shah’s bluster, Ellen senses that the High-Level Informant scares him. Ellen and the president remind Shah that, even if he survives, the terrorist networks with whom he works might kill his family if they suspect he is revealing any of their secrets. Tim Beecham returns to the White House from London. Seeking protection for his family, Shah reveals that the bombs are in New York, Kansas City, and Washington. However, Ellen believes that he is lying. She sets up a video call in the Oval Office. Far away, Betsy begins to record the live video stream. As Tim Beecham walks into the Oval Office, he is shocked to see the unnamed General. The unnamed General is revealed be General Whitehead. He orders his officers to arrest Beecham.

Chapter 43 Summary

With 30 minutes until the bombs detonate, President Williams accuses Beecham of being part of the High-Level Informant conspiracy. He receives the photograph of the address of the High-Level Informant platform and demands that Beecham give him the entry code. While Beecham and Shah refuse to help, Ellen figures out the code. She tells the president to enter 3 10 1600. As the president enters the code, General Whitehead puts a gun to his head.

Chapter 44 Summary

Betsy watches the live video of the computer in the Oval Office. Whitehead, Beecham, and Barb Stenhauser work together to take control of the room. Their “military coup” (296) is underway. At the same time, Betsy watches the live stream of the computer screen. The High-Level Informant secret website loads to reveal live video of the bombs located in Grand Central Station in New York City, Legoland in Kansas City, and a third bomb which could be anywhere in the White House. Betsy rushes to the house landline and calls the Vice President. In the Oval Office, Beecham, Stenhauser, and Whitehead bicker about their roles in the conspiracy. Stenhauser claims that the modern America is too left wing and debauched, that the founding fathers of the country would not recognize what the United States has become. However, she does not believe that Whitehead is part of the High-Level Informant group. Whitehead turns his gun on her, allowing President Williams an opportunity to hit the General. The president dives for Ellen in the ensuing firefight. However, guns were loaded with blanks, as planned by President Williams and General Whitehead. Beecham and Stenhauser are tied up and control is restored to the Oval Office. Whitehead realizes that the bomb is located under the Oval Office and leads the rush to disarm it with four minutes remaining. Everyone waits anxiously for the bomb disposal effort to save them.

Chapter 45 Summary

Sitting in the secretary of state’s office, Ellen watches President Williams deliver a press conference with Katherine, Betsy, Gil, Anahita, and Boynton. Ellen believes that the president will be announcing the truth about what transpired. Two Supreme Court Justices and six members of Congress have been arrested, the beginning of a huge investigation into the High-Level Informant conspiracy. Ellen reflects on the traumatic moments before the bomb was defused with only two seconds remaining until detonation. She explains to the others how she realized that Whitehead was not a traitor.

Whitehead visits his friend in Canada and thanks him for his help. He is tempted to retire and live in the small Canadian town, but he feels a patriotic duty to bring justice to his home country and track down all the conspiracy members.

In Ellen’s office, they watch the president’s press conference. As per Ellen’s suggestion, he tells the entire unvarnished truth about what transpired. Afterward, Gil and Anahita go for a romantic dinner. That night, Boynton visits Ellen with terrible news: radioactive materials and biological weapons, amounting to “every horror known to man” (308) are missing from secure American facilities. Ellen realizes that she is already facing her next crisis.

Chapters 41-45 Analysis

The final chapters of the book bring the terrorist plot back to America. After travelling around the world to try and avert the bomb attacks, Ellen returns to the White House. A bomb is placed beneath the building itself. The symbolism of a ticking time bomb on a metonym for American democracy is clear; the bomb could destroy not only the city but the political order it represents. The clear and present threat to the very idea of America is embodied in the High-Level Informant conspiracy. As unveiled by Betsy and Hamilton, the conspiracy involves a high-ranking collection of individuals who have come together to stop what they perceive as a leftward shift in American politics. They want to return the country to a more traditional, conservative era. The conspiracy involves judges, intelligence officers, politicians, and high-ranking members of the military, working in collusion with the terrorists. Like the bomb placed beneath the White House, the threat to the American order comes from within. The existence of the conspiracy and the placement of the bomb are a reminder to Ellen and the president that, no matter how much they do to quell problems around the world, they will always need to deal with issues closer to home.

The finale of the novel shows the extent to which Ellen is willing to compromise her morals to save others. Earlier in the book, she refused to condone torture. She believed that torturing General Whitehead would not provide the answers they needed. Her objection was practical, rather than moral. As events progress and the risk of the bombs exploding becomes more pronounced, Ellen begins to advocate for breaking the law. She proposes the invasion of a foreign country to raid Shah’s factory, she blackmails a head of state with doctored images, and she recommends breaking into a former President’s house and kidnapping a foreign national. Ellen’s willingness to break international and domestic laws shows her desperation. The situation becomes so extreme that she is willing to break the law and deal with the ramifications later.

Ellen’s methods for halting the terrorist plot depend on her ability to correctly read other people. She knows that the secrets and dangers of her position means that people rarely say what they really mean. From the Supreme Leader of Iran to General Whitehead, she knows better than to take people on face value. As such, she relies on her correct interpretations of other people’s actions. She bases her decisions on what she expects people to do and she is rarely wrong, a trope of the political thriller. When she leaves her daughter and Chief of Staff in Iran, she learns more about the terrorist plot. When General Whitehead announces himself as part of the conspiracy, Ellen trusts that he is taking part in a deception. When she records the situation in the Oval Office, she trusts Betsy to correctly interpret events and follow through on her plan. Ellen’s ability to correctly read people is her greatest skill, allowing her to eventually outwit the HLI terrorists and foil the bomb plot. At the same time, however, it emphasizes the risk involved in her situation. Ellen engages in a high stakes game, wherein her understanding of the human psyche allows her to successfully gamble time after time.
